Property ownersKeep your property documents ready before survey department officials come to your door steps for registration under Urban Property Ownership Record (UPOR) process.

This is the first initiative in India to streamline the ownership registration of urban properties. It is expected to start soon in Bangalore. The move includes issuing of Property Records (PR) cards to property owners.

The PR cards will serve as the only authorized ownership record and will have every information about the property starting from the property sketch to its liabilities to its nature and identity of ownership.

More than 20 lakh properties in Bangalore will come under this project. The first phase covers 50 wards in Rajmahal Guttahalli, Sanjaynagar, Malleswaram, Vasantnagar, Yeshwantpur, Gayatrinagar, Rajajinagar, Vijayanagar, Jayanagar East, Siddapura and Yediyur. Tendering is under way for surveying and property document verification process.

A PR card will have details on sketch, map, property liabilities, boundary disputes, details on lease deed and the type of ownership. The card will also have details on the right of way, light and air. PR card is different from khata, which is a tax-paid certificate. The PR-issuing process will even involve leading banks, so that property liabilities are up to date.

The project will computerize details of 20 lakh properties in Bangalore. The PR card will be a legitimate document based on which the property buyers can take a decision. The UPOR will also involve computerization of all details of properties in the city and will go a long way in checking property frauds. Every property owner should possess a PR card, which will add belief and enhance confidence in conveying procedures like sale or lease. In the past few decades, Bangalore has grown exponentially. A PR card will provide security and safety to?owners of all properties in the city by eliminating frauds.

No registration process will be done without handing over the PR card pertaining to the property to a buyer, once the UPOR is put in place. If the property falls in revenue pocket where agricultural land has been used for non agricultural purpose without obtaining land conversion permission, even then the owner will get PR card but the remarks section will mention about the violation of land usage. If someone wants to buy such properties, they will get to know more about the property under the remarks section of the card.

The property owners must provide khata issued by the local body, registration certificate issued by the stamps and registration department and other related documents to obtain PR cards. Those who do not possess the said documents will find difficulty in getting PR cards.
